Justus <br /> The Honorable Gregg Thompson <br /> Co-Chairs, House Appropriations Subcommittee on Justice and Public Safety <br /> North Carolina General Assembly <br /> State Legislative Building <br /> Raleigh, North Carolina 27601-2808 <br /> Dear Senators and Representatives: <br /> We are pleased to transmit to the General Assembly our report on the Teen Court <br /> programs in North Carolina, pursuant to Chapter 561, Section 80 of the North Carolina Session <br /> Laws, 1993, and pursuant to Chapter 24, Section 40 of the North Carolina Session Laws, 1993 <br /> (Extra.Session 1994). The report reviews the history of the establishment of the three Teen <br /> Court programs operating during Fiscal Year 1994-95, identifies goals of the programs, <br /> describes their operation, provides data on the juveniles processed and the cases handled, and <br /> examines certain measures relevant to an evaluation of effectiveness. As two of the three <br /> programs were established during Fiscal Year 1994-95, analysis relating to measures of these <br /> programs' effectiveness is necessarily limited at this time. The report does address issues of <br /> effectiveness relevant to the Teen Court program in Cumberland County, since this program has <br /> been in operation since October 1993. We hope that you find the report helpful in your <br /> discussions concerning the future of Teen Court programs in North Carolina. <br /> Respectfully submitted, <br /> James C.
