2 <br /> BACKGROUND: report, Map 3). The report also shows buffers and connections between Core <br /> (continued) Areas (Map 4). The report includes several recommendations for achieving <br /> wildlife habitat preservation goals. A Landscape with Wildlife meets one of the <br /> objectives stated in the adopted goals of the Board of Commissioners (see <br /> attachment 1). <br /> At the October 21, meeting, TLC stated that approximately $4,000 is remaining <br /> from the original $10,000 appropriation. They requested, and the BOCC <br /> approved, a proposal to conduct a "Phase II" of A Landscape with Wildlife. TLC <br /> will conduct additional field investigations of specific habitat areas during Spring <br /> 1998, and will identify priority habitat locations. This phase is expected to be <br /> completed by August, 1998. The findings and recommendations of A Landscape <br /> with Wildlife will be incorporated into the Natural Areas Element of the Orange <br /> County Comprehensive Plan. Preparation of the Natural Areas Element is <br /> underway by Planning Staff. A draft will be presented in August, 1998. <br /> Following the TLC presentation on October 21, the Board asked the Planning <br /> staff to report on various methods that can be implemented to protect wildlife <br /> habitat. The staff report will review, in the context of the adopted Resource <br /> Preservation goals of the Board of Commissioners, the following subjects: <br /> • review current ordinances and policies that support habitat protection, <br /> including the guidelines of the County's Flexible Development regulations. <br /> • review the state of the art in planning tools and techniques for habitat <br /> protection, including regulatory methods employed by other state and local <br /> governments; <br /> • review programs that encourage voluntary initiatives by private landowners <br /> and education programs that support these efforts; and <br /> • review land acquisition strategies. <br /> RECOMMENDATION: <br /> Administration Recommendation <br /> The Administration recommends that the Board of Commissioners receives this <br /> report for information purposes only. <br />
