The Legislation establishes the Work First Program as a program of <br /> public assistance, replacing the Aid to Families with Dependent Children (AFDC) <br /> Program. The purpose of the Work First Program is to provide eligible families with <br /> short-term assistance and to facilitate their movement to self-sufficiency through <br /> employment. <br /> The Legislation requires county boards of commissioners to appoint a committee to <br /> identify the needs of the Work First population, to review and assist in developing the <br /> County Plan to respond to the needs, and to provide an opportunity for the public to <br /> make comment. It also specifies that county boards of commissioners review and <br /> approve the County Plan for submission to the NC Department of Health and Human <br /> Services, following a public review and comment period. <br /> The formal planning process for Orange County's Work First Plan began on January 16, <br /> 1996, when the Orange County Board of Commissioners appointed a Human Services <br /> Reform Task Force. More than 50 citizens participated in the work of The Task Force. <br />
