2 <br />Adopted access management plans can also be incorporated into regional transportation plans, <br />which will enhance Orange County's collaboration with the Durham - Chapel Hill - Carrboro <br />Metropolitan Planning Organization (DCHC MPO). <br />The proposed access management plan examines the US 70 and Old Highway 10 corridors <br />within the Eno EDD and recommends an access management concept to best meet local <br />conditions and the needs of businesses and residents while maintaining the functionality of <br />these important arterial facilities for current and future traffic. The improvement of the <br />functionality of these arterials to both serve commuting and travelling traffic together with <br />serving the businesses and residences along these routes is of high local and strategic <br />importance as future development proceeds in the Eno EDD. <br />Attachment 1, is the Amendment form, approved by the BOCC on May 7, 2013, outlining the <br />rationale, process, and implications of the development and adoption of the Eno Economic <br />Development District (EDD) Access Management Plan. It contains additional information and <br />analysis on the proposed plan, as well as details regarding the timeframe for the process. <br />Attachment 2 is the Draft Eno EDD Access Management Plan for public hearing. <br />Public Outreach: <br />In an effort to better inform interested persons in an informal setting, a Public Information <br />Meeting /Open House was held on September 4, 2013 from 4:30 — 6:30 p.m. at the Shared <br />Visions Retreat Center (historic Murphey School), 3717 Murphey School Road, Durham, NC (in <br />Orange County). A report on the meeting will be provided at the quarterly public hearing. <br />Notification Procedural Requirement: <br />Legal ads for the public hearing were placed in a newspaper of general circulation in the county <br />in accordance with Section 2.8.6 of the Unified Development Ordinance, and were published on <br />August 28 and September 4, 2013. <br />The Eno EDD Access Management Plan is also available on the Orange County Planning <br />Department website at: http: / /orangecountync.gov /planning /SpecialProiects.asp <br />FINANCIAL IMPACT: Other than staff time, there is no financial impact associated with this <br />item. Following review and adoption, Plan implementation will be performed by staff and <br />coordinated with the City of Durham and NCDOT as warranted. <br />RECOMMENDATION(S): The Planning Director recommends the Board: <br />1. Receive the Draft Eno EDD Access Management Plan (Attachment 2); <br />2. Conduct the public hearing and accept public, BOCC, and Planning Board comment on <br />the proposed Plan. <br />3. Refer the matter to the Orange Unified Transportation Board (OUTBoard) and the <br />Planning Board with a request that a recommendation be returned to the BOCC in time <br />for the November 19, 2013 BOCC regular meeting. <br />4. Adjourn the public hearing until November 19, 2013 in order to receive and accept the <br />OUTBoard's and Planning Board's recommendations, and any submitted written <br />comments. <br />
