Draft Eno EDD Access Management <br />Plan <br />INFORMATION CONTACT: <br />Abigaile Pittman, Transportation /Land Use <br />Planner, 245 -2567 <br />Tom Altieri, Comprehensive Planning <br />Supervisor, 245 -2579 <br />Craig Benedict, 245 -2592 <br />PURPOSE: To hold a public hearing on the Draft Eno EDD Access Management Plan for <br />establishing transportation connectivity as the study area develops in the future. <br />BACKGROUND: The Eno Economic Development District (EDD) Area Small Area Plan <br />(adopted June 24, 2008; amended February 3, 2009) recommended the approval of an access <br />management program for US 70 and Old Highway 10 to provide better transportation systems <br />and capacities as development proceeds in the area. <br />Since adoption, Plan recommendations have been implemented in preparation for economic <br />development in the Eno EDD area including: <br />• Land Use Plan Map amendments <br />• Pre - zoning of land <br />• Unified Development Ordinance <br />(UDO) amendments for EDD districts <br />• An inter -local utility service <br />agreement with Durham <br />• Work has begun on a public water <br />and sewer master plan <br />• Planning for a cross - county bus route <br />• Striping for two -foot bike lanes along <br />Old NC 10 <br />• 1 -85 /US 70 interchange concept plan <br />was drafted by NCDOT <br />• 1 -85 widening project and US <br />interchange project have been <br />entered in the State's Transportation <br />Improvement Program (TIP) for <br />implementation in a post develop- <br />ment program. <br />The study area for the proposed access management plan comprises approximately 980 acres <br />of land in the vicinity of US Highway 70 and Old Highway 10 (near Durham County). As <br />properties are developed for non - residential land uses within the Eno EDD, transportation <br />interconnectivity and access will become increasingly important, enhancing the importance of a <br />formally adopted access management plan for the area. Formally adopted transportation plans <br />are necessary to procure federal and state funding for projects and to require developer action <br />and contribution in providing transportation infrastructure consistent with a master plan. <br />
