Conduct a public hearing on a potential Ground Lease Agreement with American <br />Towers, LLC, for the purpose of constructing and maintaining a communications <br />tower in northern Orange County; <br />2. Consider approving a Ground Lease Agreement with American Towers, LLC, for the <br />purpose of constructing and maintaining a communications tower in northern Orange <br />County; and <br />3. Contingent on Board approval, authorize the Chair to execute all necessary <br />documents to effectuate the Lease upon final review of the County Attorney. <br />BACKGROUND: Portions of Orange County are either not served, or are underserved, by <br />telecommunication services. This has become an impediment to essential County <br />communications for several departments (i.e. Emergency Services, Sheriff, Information <br />Technologies, Building Inspections, Health Department, etc) and has negatively impacted local <br />residents. <br />The County has adopted the Master Telecommunication Plan Map ( "Plan ") to enable proactive <br />action in addressing these issues. The Plan's map, illustrated in Attachment 1, "Master <br />Telecommunication Plan Map ", denotes potential location(s) for the siting of wireless support <br />structures. The Plan also serves as a marketing tool for the County to provide some direction <br />on where available properties, suitable for the development of wireless support structures, are <br />located. <br />
