ORD- 2013 -029 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 5, 2013 <br />Action Agenda <br />Item No. 5 -p <br />SUBJECT: FY 2013 -14 Budget Amendment #1 -C —Acceptance of NC Department of <br />Transportation Grant Funds and Creation of a Time - Limited, One FTE (1.0) <br />Human Services Coordinator Position within the General Fund <br />DEPARTMENT: Aging PUBLIC HEARING: (Y /N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Janice Tyler, (919) 245 -4255 <br />PURPOSE: To accept grant funds from the NC Department of Transportation ( NCDOT) Public <br />Transportation Division to identify and collaborate with transportation providers to expand <br />services for seniors in Orange County; approve and authorize the Manager to sign the contract; <br />approve Budget Amendment #1 -C; and establish a time - limited Human Services Coordinator <br />position. <br />BACKGROUND: One goal of the Master Aging Plan 2012 -2017 is to enable older adults to age <br />in their place of choice with appropriate services and supports. Strategy 2.4.3 calls for securing <br />funds for an aging - related Mobility Manager to help older adults access existing transportation <br />options and to work with service providers and volunteers to fill transportation gaps. <br />In October 2012, the NCDOT Public Transportation Division announced the availability of <br />Targeted Transit Assistance Program funds for projects planned, designed and carried out to <br />meet the special transportation needs of elderly individuals. The Department on Aging <br />developed an application for a Mobility Manager who would coordinate with other transportation <br />service providers to enable community mobility for older adults. The project is a collaborative <br />venture between the Department on Aging, the Orange County and Chapel Hill public transit <br />systems, non - profit and faith -based organizations, and volunteers who are willing to provide <br />driving services to older adults. A public hearing to review the Orange County proposal was <br />held at the December 11, 2013 Board of County Commissioners regular meeting, and the Board <br />Chair was authorized to sign the grant application. The NC Board of Transportation approved <br />the two year project in late FY 2013. <br />The Department on Aging is requesting the creation of a time - limited Human Services <br />Coordinator position (1.0 FTE) through the end of the NCDOT contract on June 30, 2015. The <br />Coordinator will assist Orange County older adults with accessing existing transportation <br />services, identify gaps in service, and help develop resources to address those gaps. <br />
