14 <br /> 1 Paul Laughton said the debt service would be moved up to year one, which would be <br /> 2 $320,000. <br /> 3 Chair Jacobs said he would be interested in doing this. He would like to look at this as <br /> 4 an option. <br /> 5 <br /> 6 Paul Laughton made reference to Attachment E and the master plan for Blackwood <br /> 7 Farm. <br /> 8 Commissioner McKee said he is interested in what it involves on the buildings on <br /> 9 Blackwood Farms and he would like to push this back to 2015-16. <br /> 10 Commissioner McKee asked why the County needs to spend $100,000 on a rehash of <br /> 11 the Revere Road and Blackwood Farm facilities when staff keeps saying it is fine to stay at <br /> 12 Revere Road. <br /> 13 Jeff Thompson said there are inefficiencies with the Revere Road facility. There will be <br /> 14 a study on the Ag Center's needs. <br /> 15 Commissioner McKee said he is questioning whether it makes sense to build new <br /> 16 buildings at Blackwood Farm when there is the Revere Road facility and unused space at Link <br /> 17 Government Services Center and the annex. <br /> 18 Chair Jacobs said at the last meeting the Board had concerns about how projects came <br /> 19 onto the CIP. There was discussion about having a process on how to get projects on the CIP. <br /> 20 There was also discussion about taking the $100,000 and using it to study the efficacy of using <br /> 21 the Revere Road building. The only way it related to Blackwood Farm was that if Revere Road <br /> 22 was not adequate, then something would be built. The only thing the County Commissioners <br /> 23 agreed to was a study of the Revere Road building for $100,000. <br /> 24 Commissioner McKee asked why the study was costing $100,000. <br /> 25 Jeff Thompson said they have done some work in-house, but there is merit in bringing <br /> 26 on a consultant that knows the agricultural community. He said he sees this project costing <br /> 27 much less than $100,000. <br /> 28 DEAPR Director Dave Stancil said this got moved up because through CIP discussions, <br /> 29 it was decided that the Revere Road property is not something the County should invest in. The <br /> 30 Blackwood Farm property is a good place to consolidate parks and agricultural services. This is <br /> 31 the reason this project moved up in the CIP in prior years. <br /> 32 Commissioner Gordon said her recollection was that a decision was made to do a study <br /> 33 for $100,000, and she objects to spending this much on a consultant. She suggests putting the <br /> 34 $100,000 into the Asset Management Services budget for a study of county space needs and <br /> 35 moving the Blackwood Farm project back to where it was in the CIP last year. <br /> 36 Clarence Grier said staff will bring this item back in September with costs prior to <br /> 37 pursuing a study, which will probably only be $25,000. <br /> 38 Dave Stancil said staff will be bringing to the County Commissioners in September as to <br /> 39 using the Blackwood Farm on a limited basis. <br /> 40 Chair Jacobs summarized the discussion of the Board to put the $100,000 in Asset <br /> 41 Management Services for a study of county space needs and move the Blackwood Farm project <br /> 42 to years 6-10. As part of the work session on space needs, the analysis will be presented. <br /> 43 Commissioner Gordon said she fully supported the Blackwood Farm park. She said she <br /> 44 also wants to have a principled discussion on county space needs. Chair Jacobs asked if the <br /> 45 Board objects to adding the Efland Cheeks Community Center under the space needs study. <br /> 46 There was no objection. <br /> 47 <br /> 48 Adiourn <br /> 49 <br /> 50 A motion was made by Commissioner Rich, seconded by Commissioner porosin to <br /> 51 adjourn the meeting at 10:43 PM. <br />
