7 <br /> 1 Donna S. Baker said that the reason the budget work sessions are at Southern Human <br /> 2 Services Center is because of ineeting logistics and room size. <br /> 3 <br /> 4 Commissioner porosin said he needed more information on the PowerPoint regarding <br /> 5 additional funding for local schools. He requested more information and numbers on health <br /> 6 workers, social workers and school resource officers. <br /> 7 Commissioner Price requested more information on the comparison of solid waste fees <br /> 8 and what is being charged now versus proposed changes. <br /> 9 Chair Jacobs requested that the fund balance of 17% be explained in more detail, as <br /> 10 well as the schools fund balance. <br /> 11 Chair Jacobs praised the job done on giving annual general fund appropriations and he <br /> 12 requested one be done for per pupil allocations. <br /> 13 Clarence Grier said this will be available for the public hearings. <br /> 14 Frank Clifton said that this budget process may be different than what the new <br /> 15 commissioners are accustomed to. He invited conversation with staff inembers, if needed. He <br /> 16 noted that the only one source of revenue that can be adjusted is the property tax. All other <br /> 17 revenue sources are adjusted by an outside source. <br /> 18 <br /> 19 <br /> 20 b. Distinquished Budqet Presentation Award <br /> 21 The Board recognized the budget staff of the Orange County Finance and <br /> 22 Administrative Services Department for earning the Government Finance Officers' Association <br /> 23 (GFOA) Distinguished Budget Presentation Award for the 2012-13 fiscal year budget <br /> 24 document. <br /> 25 Clarence Grier said this marks the 21St year the County has received this award. He <br /> 26 said the County wanted to take the opportunity to recognize the financial services department <br /> 27 for their budget staff and he introduced the staff- Paul Laughton, Tonya Walton, Darrell Butts <br /> 28 and Allison Chambers. <br /> 29 Chair Jacobs presented a plaque to the staff. <br /> 30 <br /> 31 c. Overview of County Marketinq and Public Relations Proiects <br /> 32 The Board received an overview of the marketing and public relations projects being <br /> 33 managed by the Director of Public Affairs. <br /> 34 Carla Banks reviewed the following PowerPoint presentation: <br /> 35 <br /> 36 MARKETING INITIATIVES <br /> 37 PUBLIC AFFAIRS DEPARTMENT <br /> 38 <br /> 39 Introduction <br /> 40 • The Public Affairs Department develops the marketing and media relations initiatives for <br /> 41 Orange County, including the Board of County Commissioners <br /> 42 • The Director of Public Affairs is tasked with promoting a professional image of the <br /> 43 County, while increasing awareness of the County's operations, services and programs <br /> 44 by utilizing multiple mediums, such as radio, television, print, and social media <br /> 45 . <br /> 46 Branding <br /> 47 • A primary component of cohesive marketing involves establishing a brand for the <br /> 48 County. <br />
