16 <br /> 1 Paul Laughton said the addition was kept in because it was in the OCS CIP last year. <br /> 2 He said this dialogue was continued due to student generation rates. He said the project has <br /> 3 been moved back to year 3. <br /> 4 Commissioner porosin asked about newer developments that are not being counted. <br /> 5 He questioned, coming out of a recession period, how attuned the county is to new <br /> 6 developments and how quickly numbers can be revised. <br /> 7 Craig Benedict said there are two parts to the SAPFO process- 1. Projections based on <br /> 8 historical patterns, and 2. The Certificate of Adequate Public Schools (CAPS) System, which <br /> 9 estimates seats left in a school, and then uses a student generation rate assigned to a <br /> 10 development type to gauge it against those seats. He said this is looked at when a <br /> 11 development requests certificates of occupancy; and if necessary, the development will be <br /> 12 asked to delay a certificate of occupancy to allow time for building the school. He said that <br /> 13 spikes are handled very quickly with a technical advisory committee managing adjustments in <br /> 14 the CIP. <br /> 15 Commissioner porosin said he is encouraged that the science wing will delay the new <br /> 16 proposed school, however he feels that there should be a constant awareness of the need to <br /> 17 increase capacity. <br /> 18 Commissioner Rich noted that Culbreth is not only building a new wing but is also <br /> 19 upgrading an older school in a holistic manner. <br /> 20 Todd Lofriese said there will not be a complete building renovation but there will be <br /> 21 some upgrading as a result of the wing. <br /> 22 CHCCS Board Member Greg McElveen asked about debt capacity. He noted that the <br /> 23 manager's proposed CIP budget said, in Scenario 2, the debt capacity would be exceeded in <br /> 24 year 6. He asked what happens after year 6. <br /> 25 Frank Clifton said it is hard to say at this time. He said this wing project is an unfunded <br /> 26 project that got into the system and there may be other unfunded projects that enter the system <br /> 27 in the coming years. He said there is flexibility there from one year to the next, and the county <br /> 28 is in good financial shape. There are just some issues with limits on when debt can be issued. <br /> 29 He noted that for the past 4 years, taxes have not been raised, but debt has been issued. <br /> 30 Clarence Grier said that in either scenario where the capacity exceeds 15% in year 6, <br /> 31 the percentage would likely continue to rise after that. This is because there will likely be issues <br /> 32 with bond rating and debt issuance. <br /> 33 CHCCS Chair Brownstein asked if the current CIP has the same issues with overage. <br /> 34 Frank Clifton said there are proposals to defer projects for a year or two at a time. <br /> 35 CHCCS Chair Brownstein asked for clarification on the difference between the color <br /> 36 sheets and the white CIP sheets. <br /> 37 Frank Clifton said staff was asked to provide the two different scenarios and this was <br /> 38 just a response to that request. <br /> 39 CHCCS Chair Brownstein said the same problem seems to exist on both sets of papers. <br /> 40 CHCCS Chair Brownstein asked where things go from here. <br /> 41 Chair Jacobs said this will come back to the Board of County Commissioners for CIP <br /> 42 discussions, and then there will be public hearings on the proposed budget. May 9th is the CIP <br /> 43 work session and public hearings will be held on May 23�d and May 30tn. <br /> 44 Commissioner Price asked when the science wing would open, if it is funded. This was <br /> 45 answered, August of 2014. <br /> 46 Superintendent Rhodes said there is a need for auxiliary gym at CRHS. <br /> 47 OCS Chair Coffey said this is scheduled for 2014. <br /> 48 Chair Jacobs said projections are just projections and Orange County is projecting <br /> 49 conservatively. He said a similar discussion was held in 2001 regarding a bond referendum <br /> 50 proposal. <br />
