25 <br /> 1 He reviewed the information on page 5 of the abstract, regarding the meeting on <br /> 2 September 25th. He noted that this group overwhelming sided with an adaptive re-use method <br /> 3 of construction. <br /> 4 He reviewed the blueprints on page 6. He said that the volunteer group can take the <br /> 5 charge and begin meeting this week. He introduced John Thomas, with MBAJ Architects. <br /> 6 Chair Jacobs pointed out the decision points summarized on page 10 and said there <br /> 7 was a choice to be made between #4 and #5: <br /> 8 <br /> 9 #4 Consider awarding a contract for professional services to MBAJ Architects, Inc. from <br /> 10 Raleigh, NC, for the not-to-exceed amount of$167,500 for the architectural and <br /> 11 engineering design work associated with the Northern Human Services Center <br /> 12 Community Center project; or <br /> 13 <br /> 14 #5 Consider awarding a contract for professional services to MBAJ Architects, Inc. from <br /> 15 Raleigh, NC, for the not-to-exceed amount of$208,300 for the architectural and <br /> 16 engineering design work associated with the Northern Human Services Center <br /> 17 Community Center project, including the programming and schematic design of <br /> 18 potential alternatives that would preserve the classroom wings for either deferred use <br /> 19 ("mothball"), open air "pavilion" use, or full use. <br /> 20 <br /> 21 Commissioner Gordon referred to the page for the charge. She said she had asked for <br /> 22 the cost of the three alternates, and she reviewed these. She suggested that perhaps there is <br /> 23 a middle ground between the contract in #4 and #5, since #5 has three options, and not all of <br /> 24 them have to be selected. She noted that the interest began as interest in deferred use. <br /> 25 Chair Jacob said the charge is on page 200. <br /> 26 Frank Clifton said the contracts are created with a "not to exceed" cost, so if fewer options are <br /> 27 selected, the rates may be less than that amount. He also noted that these are hourly rates. <br /> 28 Commissioner Pelissier referred to the option of a pavilion and asked if there was a risk <br /> 29 that there may be things under the building that would be problematic. <br /> 30 Jeff Thompson said there is rain runoff that is overflowing and impacting the existing <br /> 31 septic system. He said that the advantage to bringing the wings down is that this problem will <br /> 32 be corrected. <br /> 33 Chair Jacobs said this was discussed at agenda review, and the Commissioners had <br /> 34 authorized a certain level of funding. He said was a limit to the septic system. He said the <br /> 35 Board did not want to put staff in an awkward position and it was advised that a Commissioner <br /> 36 attend to express to the public the support, alternatives and constraints outlined by the Board. <br /> 37 Commissioner Price asked if other Board of County Commissioners can attend the <br /> 38 meeting and Chair Jacobs said this is not a problem. <br /> 39 <br /> 40 A motion was made by Commissioner Gordon, seconded by Commissioner Pelissier to: <br /> 41 <br /> 42 1) Approve the suggested Charge for the Northern Human Services Center Resident Design <br /> 43 Advisory Work Group; <br /> 44 <br /> 45 2) Award a contract for professional services to MBAJ Architects, Inc. from Raleigh, NC, for the <br /> 46 not-to-exceed amount of$173,500 for the architectural and engineering design work associated <br /> 47 with the Northern Human Services Center Community Center project, including the <br /> 48 programming and schematic design of one potential alternate that would preserve the <br /> 49 classroom wings for deferred use ("mothball"); and <br /> 50 <br />
