4 <br /> 1 <br /> 2 WHEREAS, the Iraq and Afghanistan wars have cost the nation over one trillion dollars, N.C. <br /> 3 taxpayers $34 billion and Orange County taxpayers $480 million; and <br /> 4 <br /> 5 WHEREAS, 1.6 million residents of North Carolina live in poverty, with a poverty rate of 16.9 <br /> 6 percent in Orange County; and <br /> 7 <br /> 8 WHEREAS, spending for the wars has diverted money from education, job growth, access to <br /> 9 medical care, low cost housing, infrastructure repair, environmental protection, and other needs <br /> 10 in Orange County and throughout North Carolina; and <br /> 11 <br /> 12 WHEREAS, since the nation, North Carolina, and Orange County have suffered layoffs, <br /> 13 cutbacks in services, and delays in repairing and building infrastructure, it is time to reexamine <br /> 14 our spending priorities; <br /> 15 <br /> 16 NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners calls <br /> 17 upon the United States Congress and President Barack Obama to bring our war dollars home <br /> 18 and use the savings to meet vital human needs, promote education, rebuild our infrastructure, <br /> 19 protect our environment, support job-creating businesses, and aid our municipal, county and <br /> 20 state governments. <br /> 21 <br /> 22 This, the 18th day of June 2013. <br /> 23 <br /> 24 A motion was made by Commissioner porosin, seconded by Commissioner Rich to <br /> 25 approve the Resolution Calling on Congress to Fund Urgently Needed Services and <br /> 26 Infrastructure Repair in Orange County and Throughout the United States By Bringing War <br /> 27 Dollars Home. <br /> 28 <br /> 29 VOTE: UNANIMOUS <br /> 30 <br /> 31 c. Resolution Opposinq Potential Druq Testinq for Public Assistance Recipients <br /> 32 The Board will consider a Resolution Opposing Potential Drug Testing for Public <br /> 33 Assistance Recipients, which is proposed in Senate Bill 594 before the 2013 North Carolina <br /> 34 General Assembly and authorizing the Chair to sign. <br /> 35 <br /> 36 Commissioner porosin read the resolution: <br /> 37 <br /> 38 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 39 <br /> 40 Resolution Opposing Potential Drug Testing for Public Assistance Recipients <br /> 41 <br /> 42 WHEREAS, Senate Bill 594 has been introduced in the 2013 North Carolina General Assembly <br /> 43 session, proposing drug testing requirements for recipients of public assistance and requiring <br /> 44 families who apply for Work First to be screened at their own expense; and <br /> 45 <br /> 46 WHEREAS, the proposed drug testing requirements would create hardships for families with <br /> 47 the least resources and in many cases will discourage those families from applying for available <br /> 48 assistance even when no substance abuse is present; and <br /> 49 <br />
