i <br /> 2 <br /> spring which flows into another stream, the adjacent stream buffer, as well as a <br /> buffer along some of the subdivision boundaries. <br /> Fourteen(14) new residential lots are proposed that average one acre in size. The <br /> lots will have individual wells and septic systems. Access to Lebanon Road will be <br /> provided by Victoria Woods Drive, a proposed Class A private road constructed to <br /> serve the subdivision. The 50-foot private access easement from Lebanon Road to <br /> the subject property was created in 1991. <br /> Three lots will have direct access to Victoria Woods Drive which ends in a cul de <br /> sac. Eleven lots will have access to Olde Scarlett Court, a second proposed Class A <br /> private road which intersects with Victoria Woods Drive. The developer's private <br /> road justification and the Planning Staff's evaluation are included in the <br /> attachments. The Class A private roads are justified by the protection of open space, <br /> larger setbacks, and the site's location in a protected watershed. <br /> On November 5, 1997 the Planning Board unanimously recommended approval of <br /> the Preliminary Plan for Victoria Woods Subdivision subject to the conditions <br /> contained in the attached Resolution of Approval. <br /> RECOMMENDATION: The Administration recommends approval of the Preliminary Plan for Victoria <br /> Woods Subdivision per the Planning Board recommendation. <br />
