Since <br /> that time, Orange County has served as the fiscal agent for the annual grant award of$181,941. <br /> Funding for this program was made available by the N. C. General Assembly for counties to establish <br /> or expand community-based punishments or to establish pretrial monitoring programs. <br /> The goals of the CJPP are to: (a)reduce recidivism; (b)reduce probation violations; (c) reduce <br /> alcohol and drug dependency among offenders; and (d)reduce the cost of incarceration at the state <br /> and local level. Local advisory boards are responsible for developing local community corrections <br /> plans and programs designed to achieve these goals. <br /> The Orange-Chatham CJPP Advisory Board has established two CJPP components: a pre-trial release <br /> program, and substance abuse services targeted to this population. The pre-trial release program, <br /> implemented via contractual arrangements with Orange-Chatham Alternative Sentencing, seeks to <br /> reduce jail overcrowding in the 15-B Judicial District. The substance abuse component, which has <br /> been implemented via contractual arrangements with OPC Mental Health Center, provides clients <br /> with the necessary treatment services to address their respective drug and/or alcohol addictions. <br /> Funding from this grant award will maintain service delivery during FY 1997-98. <br />
