2 <br /> a new computer software system. This new system allows <br /> enhancements and additions to automation of the current <br /> general operations, vital records and financial functions in the <br /> Office. These planned automation enhancements are listed in <br /> Attachment 1. The Register of Deeds Office needs additional <br /> full-time permanent technical support to fully implement this <br /> software, including new applications and to enhance current <br /> applications, as well as provide on-going in-house maintenance <br /> and support to assure the Office can provide timely effective <br /> service to its customers. <br /> To meet this technical support need, the Register of Deeds has <br /> restructured the duties and responsibilities of the vacant Deputy <br /> Register of Deeds III position to provide a variety of technical <br /> and analytical support. This position will ensure that the major <br /> automation improvements listed in Attachment 1, as well as <br /> other automation projects are implemented by: <br /> • Modifying existing programs in the purchased software to <br /> tailor them to the Register of Deeds Office needs; <br /> • Creating data base files; <br /> • Installing, testing and debugging software; <br /> • Training users; and <br /> • Providing on-going maintenance and support. <br /> The Personnel Department has completed a classification <br /> review of the restructured position to take account of the new <br /> technical duties and responsibilities. Based on the classification <br /> review, it is recommended that the position be classified as <br /> Computer Programmer/Analyst I at Salary Grade 68. <br /> The existing Programmer/Analyst class at Salary Grade 70 has <br /> a broader scope of duties and responsibilities which warrants a <br /> higher level than this position. That class recognizes more <br /> responsibility for original programming as well as modification to <br /> a wider range of existing programs. Thus, it is recommended <br /> that the existing title for the Programmer/Analyst position be <br /> changed to Computer Programmer/Analyst II, still at Salary <br /> Grade 70 and the new class of Computer Programmer/Analyst I <br /> be added at Salary Grade 68. <br /> Funds to implement this change are available within the <br /> approved budget for 1997-98. <br />
