F <br /> 104 PROPOSED PLAN AMENDMENT <br /> PLAN: Land Use Element of the Orange County Comprehensive Plan <br /> REFERENCE: Section 3.11 Bingham Township <br /> ORIGIN OF AMENDMENT: X Staff Planning Board <br /> X BOCC Public <br /> Other: <br /> Expected Public Hearing Date: November 24, 1997 <br /> Purpose of Amendment: To insure compatibility with the road functional classifications(Section 2.6)of the <br /> Transportation Element of the Comprehensive Plan. <br /> Background: This amendment is needed because of the changes to Section 2.6- TRANSPORTATION of the <br /> Comprehensive Plan. <br /> Existing and proposed plan text: (strike through text to be deleted and underlined text to be inserted) <br /> Circulation <br /> A modified version of the North Carolina Highway Functional Classification System is used to describe <br /> Orange County's road network (see Section 2.6 - IRMSPORTATION of this plan for complete <br /> descrigtionl. This system describes parts of the network according to mobility and access factors. The most <br /> important roads, Interstates and arterial, highways, provide the shortest travel time and best service between <br /> important activity centers. Roads of lesser importance, collector roads, do not provide as high a level of <br /> service, but do provide large areas with access to major roads. Local roads have the most limited service <br /> capacity, but in the aggregate serve to provide large land areas with access to the collector and arterial <br /> systems. <br /> The major arterial in Bingham Township's road network is NC 54, which provides the primary east-west <br /> connection between the urban areas of Chapel Hill/Carrboro and Burlington. ewe 13m other important east- <br /> west routes are the arterial collector roadg Old Greensboro Road (SR 1005). Bradshaw Ouam Road (SR <br /> 1115). Arthur Minnis Road (SRI 1151SR1113). Bethel-Hickory Grove Church Road (SRI 104). and-the <br /> eelleeter-reed Dairyland Road (SR 1177). <br /> The north-south routes are more numerous but, on the whole, provide a lower level of service. They include <br /> the collectors Orange Grove Road (SR 1006), White Cross Road/Butler Road (SR 1951), Dodsons <br /> Crossroads (SR 1102), Mebane-Oaks Road (SR 1007), Crawford Dairy Road/Orange Chapel Road (SR <br /> 1956), Oak Grove Church Road (SR 1177), Mt. Willing Road (SR 1120). Jones Ferry Road (SR 1942), <br /> Saxapahaw Road (SR 1961) and Morrow Mill Road (SR 1958).
