PROPOSED PLAN AMENDMENT
PLAN: Land Use Element of the Orange County Comprehensive Plan
REFERENCE: Section 3.9 Hillsborough Township
ORIGIN OF AMENDMENT: X Staff Planning Board
X BOCC Public
Other:
Expected Public Hearing Date:November 24, 1997
Purpose of Amendment: To insure compatibility with the road functional classifications(Section 2.6)of the
Transportation Element of the Comprehensive Plan.
Background: This amendment is needed because of the changes to Section 2.6 - TRANSPORTATION of the
Comprehensive Plan.
Existing and proposed plan text: (strike through text to be deleted and underlined text to be inserted)
Circulation
The County's major east/west and north/south transportation routes intersect in Hillsborough Township, making
it a central point in the County transportation network. The east/west corridor consists of I-85,US 70, and the
Southern Railroad. The north/south system consists of 1-40.two State Highways,NC 86 and NC 57,along with
ewe important level collector, roads,Old NC 86(SR 1009)and Orange Grove Road(SR 1006).
A modified version of the North Carolina Highway Functional Classification System is used to describe
Orange County's road network(see Section 2.6 - TRANSPORTATION of this plan for complete
description). This system describes parts of the network according to mobility and access factors. The most
important roads, Interstates and arterial highways, provide the shortest travel time and best service between
important activity centers. Roads of lesser importance, collector roads, do not provide as high a level of
service, but do provide large areas with access to major roads. Local roads have the most limited service
capacity, but in the aggregate serve to provide large land areas with access to the collector and arterial
systems.
Interstates 40 and 85 are designated as interstates, while five roads in the township are classified as arterial
roads; US 70 and its Bypass,NC 86,NC 57,Old NC 86 mom I-40 to I-85). St. Mary's Road(SR 1002)angles
northeast out of Hillsborough and provides a wwj4w collector route between Hillsborough and northern Orange
County. Orange Grove Road(SR 1006)and Old NC 10(SR 1710)are aclassified as collector roads. All
other roads provide a local level of service.
Planning Board: 10-14-97
BOCC:
