The recommended <br /> classifications for the road system are shown in Figure 1 and <br /> summarized in Table 2 . <br /> r <br /> Comparison With Urban Study Area Classifications <br /> r <br /> Where roads cross planning boundaries, the road classifications <br /> were compared with those determined by NCDOT for the Hillsborough and <br /> Durham-Chapel Hill-Carrboro (D-CH-C) transportation planning areas <br /> (see Table 3) . It would generally be expected that roads classified <br /> as principal arterials, minor arterials, or collectors in the county <br /> study area would correspond to freeways or major thoroughfares in the <br /> urban study areas, while the county major or minor local streets <br /> would not be classified as thoroughfares .
