v9 . <br /> PROPOSED PLAN AMENDMENT <br /> PLAN: Land Use Element of the Orange County Comprehensive Plan <br /> REFERENCE: Section 3.6 Cedar Grove Township <br /> ORIGIN OF AMENDMENT: X Staff Planning Board <br /> X BOCC Public <br /> Other: <br /> Expected Public Hearing Date: November 24, 1997 <br /> Purpose of Amendment: To insure compatibility with the road functional classifications(Section 2.6)of the <br /> Transportation Element of the Comprehensive Plan. <br /> Background: This amendment is needed because of the changes to Section 2.6 • TRANSPORTATION of the <br /> Comprehensive Plan. <br /> Existing and proposed plan text: (strike through text to be deleted and underlined text to be inserted) <br /> Qmulation <br /> A modified version of the North Carolina Highway Functional Classification System is used to describe <br /> Orange County's road network (see Section 2.6 - TRANSPORTATION of this )Ian for complete <br /> description). This system describes parts of the network according to mobility and access factors. The most <br /> important roads, Interstates and arterial highways, provide the shortest travel tirae and best service between <br /> important activity centers. Roads of lesser importance, collector roads, do not provide as high a level of <br /> service, but do provide large areas with access to major roads. Local roads have the most limited service <br /> capacity, but in the aggregate serve to provide large land areas with access to the collector and arterial <br /> systems. <br /> The two most traveled roads in Cedar Grove Township are arterial highways; N C86, extending northwest <br /> from Hillsborough towards Yanceyville; and NC 49, which bisects the northwest quarter of the township, <br /> running northeast from the Alamance County line. The two roads join just south of the Caswell County line <br /> near the community of Prospect Hill. <br /> Other important roads in the township include the collectors Efland-Cedar Grove Road (SR1004), Carr Store <br /> Road (SR1004 and SR1352), Corbett Ridge Road (SR1004), Walnut Grove Church Road (SR1001), Little <br /> River Church Road (SR1543), PR364) Saw Mill Road <br /> (SR1545), and Mill Creek Road (SR1343). These roads provide the most direct access to the arterial system <br /> in the northern part of the county.
