DRAFT TEXT PROPOSED FOR INSERTION IN SECTION 2.6 OF COMP PLAN <br /> b) Link the places in (1) above with nearby larger towns or urban areas, or with <br /> routes of higher classifications; <br /> C) Insure that all developed areas of the county are within reasonable distances of <br /> arterial highways by way of collector roads; and <br /> d) Are spaced consistent with population density so that all developed areas lie <br /> within reasonable distances of a collector road. <br /> Local Roads <br /> All public roads not classified as interstate\najor transportation corridors, arterial or collector are <br /> considered local roads. Private roads and subdivision streets for which NC DOT has not assumed <br /> maintenance responsibility are not classified by this document. Local roads primarily provide access to <br /> adjacent land, and provide service to collectors and other higher functional classes. Examples of local <br /> roads in Orange County include High Rock Road and Laws Store Road. <br /> FUNCTIONAL CLASSIFICATION ASSIGNMENT: The assignment of each road's <br /> functional classification is based on its: a) conformity to the criteria in this document; b) relationship to <br /> the entire public road system; and c) relationship with surrounding jurisdictions' public road systems. <br /> Each road's functional classification is depicted in the table and map at the end of this section. <br /> EXTENT OF FUNCTIONAL CLASSIFICATION: The functional criteria,as expressed in <br /> this document, is in primarily qualitative terms. Because of varying geographic conditions, (e.g., <br /> population densities, spacing between and sizes of cities, and patterns of the road networks) Orange <br /> County's references to sizes of population centers and trip lengths may be unique to Orange County in <br /> some instances. It should be again emphasized that private roads and subdivision streets for which NC <br /> DOT has not assumed maintenance responsibility are not classified by this document.
