003 <br /> maintaining or enhancing the value of contiguous property, and the use being in <br /> compliance with the general plan for the physical development of the County. <br /> The Zoning Officer has reviewed the application, the site plan and all supporting <br /> documentation and has found that the application does comply with the specific <br /> standards and required regulations except the buffer and parking requirements <br /> which are included in the conditions of approval. <br /> Provided the Planning Board and County Commissioners find in the affirmative <br /> on the general standards, the Zoning Officer recommends approval of the request <br /> for a Special Use Permit for the State Employees Credit Union subject to the <br /> following conditions: <br /> 1. Dry sewer lines shall be installed at the time of site development. <br /> 2. Parking, landscaping and buffers shall be installed and maintained as shown <br /> on the September 3, 1997 site plan. Additional buffer and parking location <br /> requirements in the Economic Development District Design Manual shall be <br /> waived. <br /> 3. Sidewalks shall be constructed and maintained by the State Employee's Credit <br /> Union until the property is annexed by the Town of Hillsborough. <br /> 4. NCDOT requirements as specified in their April 17, 1997 letter and <br /> September 16, 1997 letter shall be complied with. <br /> S. Orange County Health Department, Division of Environmental Health <br /> requirements as specified in their September 26, 1997 letter shall be complied <br /> with <br /> No decision on the application is made by either the Planning Board or the Board <br /> of Commissioners at the public hearing. Instead,the Planning Board has 60 days <br /> within which to prepare and submit a recommendation to the Board of <br /> Commissioners. Failure of the Planning Board to submit a recommendation <br /> within the required time shall be considered a favorable recommendation, without <br /> conditions. <br /> Administration Recommendation <br /> The Administration recommends that the application be referred to the Planning <br /> Board for a recommendation to be returned to the Board of Commissioners no <br /> sooner than January 20, 1998. <br />
