The applicants are requesting a waiver of these two requirements. <br /> The Orange County Planning Staff met with the designers and applicant on May <br /> 20, 1997 to discuss landscaping,traffic and design concerns with the first site plan <br /> submitted. The result of that meeting is the attached site plan. The buffer <br /> requirements could not be met due to the lot size. The Plan does provide a buffer <br /> of 46'/2 feet on Old Chapel Hill-Hillsborough Road, 59 feet on Oakdale Drive, 40 <br /> feet on the western property line and 23 feet 10 inches on the southern property <br /> line. The plan also provides additional landscaping,pedestrian access and moves <br /> the entrance on Old Chapel Hill-Hillsborough Road to a location directly across <br /> from the entrance to the Citgo Convenience Store. In moving this entrance traffic <br /> and design concerns were corrected. <br /> The ordinance indicates that prominent building or landscape features must <br /> occupy the corner of a lot facing two streets. The applicants have placed . <br /> additional landscaping along the corner and are requesting a waiver to locate the <br /> parking behind the building. This request is due to several factors,first the septic <br /> field is being required to be located at the corner, second, if the building is located <br /> at the comer the applicant indicates that an unsafe traffic movement would be <br /> created through the drive-thru since the access was moved further south on Old <br /> Chapel Hill-Hillsborough Road. Individuals going through the drive-thru would <br /> have to bear right when coming out of the drive-thru to exit on Old Chapel Hill- <br /> Hillsborough Road. This would put the traffic going out crossing the traffic <br /> coming in. Third,pedestrians would have to cross the drive-thru traffic to enter <br /> the credit union if parking is located behind the building. <br /> The Town of Hillsborough has indicated that water is available to the site. Sewer <br /> is not currently available. The ordinance indicates that where a ground absorption <br /> septic system is the only feasible means of sewage disposal the developers should <br /> install"dry"sewer lines to assure that connections can be made at the time of <br /> extension. This has been added as a condition of approval. <br /> RECOMMENDATION: Article 8.4.3 of the Zoning Ordinance requires that the Zoning Officer's <br /> recommendation be presented to the Planning Board within 45 days of receipt of <br /> an application. The 45-day period may be extended up to 60 days with the written <br /> consent of the applicant. The public hearing is the time scheduled for presentation <br /> of the Zoning Officer's recommendation. <br /> Zoning Officer's Recommendation <br /> The Zoning Officer has not received information which would establish grounds <br /> for making a negative finding on the general standards.
