5 <br /> • development. In addition, County staff should work closely with the State of North Carolina to <br /> coordinate its plans with state-led or state-funded applications development. As an example, the <br /> State Board of Elections is implementing a state-of-the-art voter registration system in all 100 <br /> counties over the next year, and is equipping each county with sophisticated client-server equipment <br /> at the state's expense. <br /> The accompanying Task Force report describes suggested improvements in communications, <br /> computers and staffing needed for Orange County to adequately serve its citizens. Some are <br /> essential in building a solid foundation for electronic communication and information use and <br /> sharing and should be undertaken as soon as possible so that later automation enhancements can be <br /> implemented more easily, more rapidly, and less costly. <br /> The Task Force would like to thank Dick Taylor especially for his fine work in staffing the <br /> committee during its weeks of deliberations. The Task Force would also like to acknowledge and <br /> thank the report's principle author,John Smith, of UNC's Computer Science Department.
