In August 1997,the Board appointed a Technical Review Task Force to examine the plan for <br /> its technical direction and to suggest refinements that would allow the plan to deliver more effective <br /> service and reliable access to information for citizens, Commissioners, and County staff. <br /> The thirteen member task force has met weekly since mid-September, and has prepared the attached <br /> transmittal letter and"Strategic Automation Plan for Orange County" to convey its <br /> recommendations. The draft SAP prepared by staff included nine short-term and nine long-term <br /> initiatives to enhance the County's automation capabilities. The task force has revised and <br /> consolidated those into six broad initiatives, listed briefly here and described in detail in the SAP <br /> report: <br /> • upgrade the Orange County network <br /> • upgrade the pool of County PCs <br /> • establish more effective technical support and training programs <br /> • upgrade department legacy systems, including installing World Wide Web servers <br /> • provide citizens and County Commissioners with access to information and services through the <br /> County's computer and communication system <br /> • establish an on-going Citizens' Advisory Council <br /> The task force report reflects an incremental approach to implementing the SAP. The task force <br /> recommends implementation of the attached short-term plan during the remainder of FY 1997-98. <br />
