J <br /> 36 <br /> Summary of Public Comments to OWASA Board <br /> June 12, 1997 <br /> Mr. Lindsay Taps, Bingham Township Resident <br /> Proposed OWASA payments-in-lieu-of property taxes to Orange County would be of little or no <br /> benefit to Bingham Township residents. <br /> Downzoning should not be justified by percentages or numbers, but by"what's right and wrong" <br /> for property owners. <br /> Mr.Jeff Peloauin,Bingham Township Resident <br /> Speaking as an individual,not as Chair of Bingham Township Advisory Council. Residents' <br /> "perceptions" of burdensome regulations noted in 6/6/97 draft document are very real. <br /> Disappointed that recommendations offer no alternatives for water quality protection other than <br /> large-lot zoning. Would prefer to see allowance for other options. Doesn't believe that <br /> Bingham residents fully appreciate the impact of large-lot zoning. <br /> Mr.Allen Spalt,Member,Cane Creek Watershed Advisory Committee <br /> Acknowledges OWASA's commitment to public participation throughout the three-year process. <br /> Supports precautionary approach of the recommendations. OWASA's preference for <br /> non-structural management practices is supported by expert opinion. <br /> Urges ongoing caution about low levels of pesticides in the water. Even though these were <br /> observed in concentrations 10 times lower than treated drinking water standards,recent research <br /> suggests that some organic chemicals may disrupt endocrine systems at much lower levels than <br /> previously realized. <br /> OWASA should look beyond chlorine technology to reduce the occurence of disinfection <br /> byproducts in treated water. <br /> OWASA should"front load" its investment in watershed land acquisition by purchasing as much <br /> as possible early in the rezoning process and should exercise caution when considering the resale <br /> of watershed land. <br />
