Our program <br /> provides counseling to current and potential clients around affordable rental in Orange <br /> County. <br /> Purpose: The purpose of EmPOWERment's affordable rental program is to provide families and <br /> individuals that earn below the 80%of the area mean income in Orange County, safe, <br /> clean, and affordable housing in and around the area where they work. Some of our units <br /> are designated for people who are physically and/or mentally challenged or homeless.
