TOWN OF CARRBORO r `�D�7/`r7 14 <br /> NORTH CAROLINA <br /> o October 23, 1997 <br /> c <br /> Orange County Commissioners <br /> PO Box 8181 <br /> Hillsborough,NC 27278 <br /> Re: Land Use Ordinance Amendment to <br /> Establish a Moratorium in Carrboro's <br /> Northern Study Area <br /> Dear Chairman Crowther& Fellow Commissioners: <br /> The Carrboro Board of Aldermen recently received a copy of a letter from Orange County's <br /> Current Planning Supervisor, Mary Willis, regarding the County's objection to a land use <br /> ordinance amendment to establish a temporary moratorium on the processing of special use and <br /> conditional use permits. As requested by the county in their 2/13/96 letter, the Town of Carrboro <br /> has conducted a facilitated meeting resulting in a draft "Facilitated Small Area Plan for <br /> Carrboro's Northern Study Area" being accepted by the Board of Aldermen on 8/19/97. The <br /> Town of Carrboro intends to present the plan to a joint planning public hearing in April, 1998; <br /> however, the Town would also like to present amendments to the land use ordinance necessary to <br /> implement the plan at the same time. <br /> The Board of Aldermen recognizes that, whenever major revisions to the land use ordinance are <br /> contemplated, uncertainty may be created as to the effect of ordinance amendments on <br /> development applications that are pending if and when such amendments are adopted. In order <br /> to avoid or at least minimize such uncertainty, the Town has drafted an ordinance establishing a <br /> moratorium on the processing of special use and conditional use permit applications effective for <br /> 6 months. The duration of this moratorium will provide the time needed to conduct a joint public <br /> hearing in April 1998 on the adoption of the "Facilitated Small Area Plan for Carrboro's <br /> Northern Study Area" and associated land use ordinance amendments. <br /> As the governing board in the Town of Carrboro and as a party to the Joint Planning Agreement, <br /> we urge you as Commissioners for Orange County to approve the requested ordinance <br /> establishing a moratorium on the processing of special use and conditional use permit <br /> applications effective for 6 months.
