ORANGE COUNTY PLANNING DEPARTMENT 13 <br /> 306F REVERE ROAD <br /> HILLSBOROUGH, NORTH CAROLINA 27278 <br /> October 15, 199 v <br /> Roy Williford <br /> Carrboro Planning Director <br /> 301 West Main Street <br /> Carrboro, NC 27510 <br /> Dear Roy: <br /> The Planning Staff has reviewed the proposed amendment to the Carrboro Land Use <br /> Ordinance to establish a moratorium on processing special use and conditional use permit <br /> applications for the development of properties located within the Northern Study Area. <br /> In 1996, Orange County objected to a temporary moratorium in the Joint Planning Area <br /> Transition Area. A letter dated February 13, 1996 from Moses Carey, Chair of the Board <br /> of Commissioners, to Mayor Michael Nelson is attached. The letter states Orange <br /> County's position that the moratorium is inconsistent with the Joint Planning Area Land <br /> Use Plan. The Land Use Plan sets forth a range of densities in the Transition Areas. It <br /> does not contemplate the inability to secure permits for projects which are consistent <br /> with the Plan. The letter also includes an option for Carrboro t6 propose an amendment <br /> to the Joint Planning Agreement to provide for moratoria, their duration, and their <br /> justification. <br /> Since there has been no amendment to the Joint Planning Agreement, Orange County's <br /> 1996 objection to application of the moratorium in the Transition Area of the Joint <br /> Planning Area remains.
