Tae <br /> Land Use Plan sets faith a range of densities for Transition Areas, and, provided proposed projects <br /> are carried out in accordance with the Plaa, limitations ott the ability of landowners and/or <br /> developers to secure permi s was not c ntemphdxxL <br /> Given the Coc m onera' objection. it is our understanding that if the moratoriums is adopted by the <br /> Board of Aldermen, it will not be effective in the Transition Area of the Joint Planning Area until <br /> Carrboro proposes an abe=t to the Ioint Planning Agrccm=t for consideration at the April <br /> 1996 joint Planuiag Area Public Hearing. The amendment to the Agreement would provide for <br /> moratoria,their durnbon, and the reasons Justifying them.
