The moratorium would affect projects with five or more units or lots. The <br /> Northern Study Area includes the Transition Areas, which are subject to provisions <br /> of the Joint Planning Agreement. <br /> Requirements of Joint Planning Agreement <br /> Section 2.6c of the Joint Planning Agreement requires that proposed amendments <br /> to the Carrboro Land Use Ordinance be delivered to Orange County within 30 days <br /> of the public hearing. If approved by the Board of Aldermen, the amendment is <br /> automatically adopted by reference by Orange County, unless a written objection is <br /> filed by Orange County prior to the public hearing. An objection must be based on <br /> inconsistency with the Joint Planning Area Land Use Plan. <br /> Previous Request for Moratorium <br /> In 1996, early in the development of the Northern Small Area Plan, Carrboro <br /> proposed a development moratorium for the study area. The Board of <br /> Commissioners authorized its Chair to sign a letter of objection. The letter, dated <br /> February 13, 1996, stated that the amendment was inconsistent with the JPA Land <br />
