3 <br /> NOTICE OF PUBLIC HEARING <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> A public hearing will be held in the Superior Courtroom of the New Orange County Courthouse, <br /> 106 E. Margaret Lane, Hillsborough, North Carolina, on Monday, November 24, 1997 at 7:30 <br /> p.m. for the purpose of giving all interested citizens an opportunity to speak for or against the <br /> following items: <br /> ORANGE COUNTY ZONING ATLAS AMENDMENTS <br /> 1. Z-7-97 Charlie and Amber L. Chang <br /> Revise the Orange County Zoning Atlas to rezone 3.0 acres owned by Charlie and Amber <br /> L. Chang from AR Agricultural Residential to I-1 Light Industrial. The property is located <br /> on the east side of NC 86 North about 800 feet north of the southern end of Coleman Loop <br /> Road and is known as Lot 18, Tax Map 3, in Hillsborough Township. The property is <br /> designated as Rural Industrial Activity Node in the Land Use Element of the <br /> Comprehensive Plan. <br /> COMPREHENSIVE PLAN AMENDMENTS <br /> 1. AMEND Section 2.6 COUNTY-SPECIFIC ROAD CLASSIFICATION SYSTEM to: <br /> eliminate text and map references to previously-planned roads which are no longer planned <br /> (including but not limited to the NC 751 Connector Road); and create consistency with the <br /> Subdivision Regulations and Zoning Ordinance with respect to terminology and definitions <br /> used to classify roads according to their function. <br /> 2. AMEND Sections 3.6 through 3.12 (TOWNSHIP PLANS)to cross-reference related text in <br /> Section 2.6, and to reclassify specific roads as needed to correspond with the proposed <br /> changes to Section 2.6. <br /> ZONING ORDINANCE TEXT AMENDMENTS <br /> 1. REVISE Article 6.23 EXTRA REQUIREMENTS FOR WATERSHED PROTECTION <br /> OVERLAY DISTRICTS to: change references of "sludge" application to "residual" <br /> application;change references to the NC Division of Environmental Management to the NC <br /> Division of Water Quality; and clarify definitions of Major Variance and Minor Variance. <br /> 2. REVISE Article 22 DEFINITIONS (Landfill, Discharging) to state that a National <br /> Pollution Discharge Elimination System(NPDES)permit is required from the NC Division <br /> of Water Quality. <br />
