Orange County Planning Department,N.C., 1993 The next step was to compare all of the criteria in each of the above documents to determine the attributes common to each functional classification system. Functional classification criteria characteristic of Orange County's road network and compatible with it's adopted land uses were developed using: a) the fundamental principles for each functional class; b) population served; c) typical trip lengths; and d) origin and destination of the trips. The classifications applicable within the land use planning boundaries for each municipality are defined by that particular municipality's cooperatively adopted(with NC DOT) Thoroughfare Plan. ORANGE COUNTY'S FUNCTIONAL CLASSIFICATION CRITERIA: Orange County's Functional Classification Criteria consists of the following four functional classes: Interstate\Major Transportation Corridors (the highest mobility function and lowest land access function); Arterial Roads (next highest mobility function and typically lower land access function); Collector Roads (a mix of mobility and access functions); and Local Roads (the lowest mobility function and highest access function). Orange County's existing roads and planned major streets are classified according to the function that they are planned to provide in accordance with the Land Use Element of the Orange County Comprehensive Plan. Interstate\Major Transportation Corridors Major transportation corridors serve a key function in the orderly development of Orange County as major traffic movers, as well as entrances to Orange County. These corridors and the character of the development which occurs along them establish for visitors and resident alike an indicator of the quality of life in the County, as well as the efficiency and safety of traffic movement through the area. In addition, the ability of different areas of the County to attract and accomodate different types of development depends on the capacity of the highway system, and the character and quality of development along major corridors. The Interstate\Major Transportation Corridors provide the high speed, high volume network for travel between major points in both rural and urban areas.
