DRAFT TEXT PROPOSED FOR INSERTION IN SECTION 2.6 OF COMP PL^AT <br /> 23 <br /> Also, the ADT's typical for urban areas can be very different than those for rural areas e.g., an <br /> urban collector road may be carrying more traffic than some rural arterial roads. The criteria included <br /> herein is to be used to create consistency between urban, suburban (transition areas) and rural areas <br /> under the land use planning jurisdiction of Orange County. It is intended that a road's functional <br /> classification be used with projected ADT's to determine future improvements. Projected ADT's are <br /> usually developed in a separate document, typically a Thoroughfare Plan Report or Future Traffic <br /> Report. <br /> It should be noted that the functional classifications in this document do not have to be identical <br /> to those of the North Carolina Department of Transportation (NC DOT) or those of the Federal <br /> Highway Administration (FHWA). The functional, or thoroughfare, classifications assigned by NC <br /> DOT (by means of urban thoroughfare plans) to incorporated munipalties' roads within Orange County <br /> are not necessarily compatible with the land use planning boundaries for Orange County; i.e., some of <br /> the roads classified by NC DOT extend outside the extra-territorial planning jurisdiction and\or <br /> municipal boundaries of the towns (see Map 1). It should also be mentioned that NC DOT thoroughfare <br /> classifications are not consistent with FHWA functional classifications, and that NC DOT maintains a <br /> copy of the FHWA functional classifications for use in determining eligibility for federal funding in <br /> financing highway improvements. <br /> DEVELOPMENT OF FUNCTIONAL CLASSIFICATION CRITERIA: The first step in <br /> developing functional classification criteria was to obtain the most pertinent literature, to include the <br /> following: <br /> a.
