e <br /> 2 <br /> ZONING ATLAS AMENDMENT <br /> 1. Z-7-97 Charlie and Amber L. Chang <br /> The applicants propose to rezone a three-acre parcel from AR (Agricultural <br /> Residential) to I-1 (Light Industrial). The property is on the east side of NC <br /> 86 North about 800 feet north of the south intersection with Coleman Loop <br /> Road, and is within a Rural Industrial Activity Node. <br /> ZONING ORDINANCE TEXT AMENDMENTS <br /> 1. Garden Center <br /> The proposed amendment to add a new land use category and a definition <br /> for "Garden Center" was proposed by a citizen The new use would <br /> include resale of container-grown plants and other landscape materials such <br /> as bagged and bulk soil, mulch, etc. Outdoor storage of materials would be <br /> allowed. The use would be permitted by right in commercial zoning <br /> districts and in the Agricultural Services zoning district. <br /> 2. Watershed Protection Overlay Districts <br /> The proposed amendment is in response to comments from the NC Division <br /> of Water Quality on Orange County's watershed protection regulations <br /> adopted on January 1, 1994. The changes are administrative and technical <br /> in nature, and are needed in order to obtain full compliance with the State <br /> mandate for water supply watershed protection. <br /> ZONING ORDINANCE TEXT AMENDMENTS <br /> SUBDIVISION REGULATIONS TEXT AMENDMENTS <br /> COMPREHENSIVE PLAN AMENDMENTS <br /> 1. Road Classification <br /> The proposed amendment is an update of Orange County functional road <br /> classifications. The amendments are needed for the following reasons: the <br /> maps in the Transportation Element of the Comprehensive Pan depict <br /> planned roads that are not planned anymore; some of the current functional <br /> classifications are not referenced by other adopted plans and ordinances; the <br /> existing classifications have been applied to every road in the County, <br /> making it difficult to identify the most important roads; and the Board of <br /> Commissioners has directed that all references to the planned NC 751 <br /> Connector Road be deleted from all adopted plans in Orange County. <br /> RECOMMENDATION: The Administration recommends approval of the attached advertisement for <br /> the November 24, 1997 quarterly public hearing. <br />
