DRAFT <br /> 39 <br /> 1 process of deciding on benefits will take much longer than the several months allowed for the <br /> 2 adoption of this Agreement. <br /> 3 <br /> 4 Gayle Wilson reported that the monitoring of local well water shows absolutely no <br /> 5 contamination of those wells. <br /> 6 <br /> 7 Commissioner Carey felt that the Greene Tract is not a part of the assets as set out in this <br /> 8 agreement. He felt that this would have the County have all the responsibility but not all of the <br /> 9 assets. <br /> 0 <br /> 1 John Link mentioned that the Town Managers have indicated that their elected officials <br /> 2 would be reluctant to transfer their portion of the Greene Tract with the Landfill. <br /> 3 <br /> 4 Chair Crowther asserted that the County needs to state its position on the document first so <br /> 5 that the other jurisdictions will be able to respond to that position. <br /> 6 <br /> 7 Commissioner Carey felt that the overall approach is good. The parts that concern im, and <br /> 8 several of the other Commissioners, are the disposition of the Greene Tract and how we go about <br /> 9 determining the community benefits and what are they going to include. He asked for clarification <br /> 0 regard 2.04 of the Agreement. Mr. Jessup said that there is a general requirement to bring all <br /> 1 solid waste to the County facility. "Other recyclables" refers to things that the County is not <br /> 2 recycling but which one of the twns is recycling. <br /> 3 <br /> 4 Commissioner Gordon stated that having the County take over total responsibility in the <br /> 5 current scenario is problematic because of some of the details. She felt that there would need to <br /> 6 be something very close to consensus among the governing bodies in order for the disposal <br /> 7 system to be effective. In particular, she felt that the disposition of the Greene Tract is a problem. <br /> 8 <br /> 9 Commissioner Halkiotis felt that others do not understand what it means for the Green Tract <br /> 0 to be an asset. He feels that it is unproductive to have the elected officials continue to come <br /> 1 together once a month because of the intense philoshopical diversity of the combined Boards. <br /> 2 The agreement has merit but he has a problem with the disposition of the Greene Tract.. <br /> 3 <br /> 4 Commissioner Brown stated that she did not have a problem with the document, but she <br /> 5 questioned why the "open issues" couldn't be addressed and the adoption of the document could <br /> 6 be done after those issues are addressed. The disposition of the Greene Tract is also a problem <br /> 7 for her. She questioned Section 7.02. The Withdrawal of a Party. Mr. Jessup explained that if an <br /> 8 entity withdrew, and there was no debt on the landfill, they would not have to bring their trash to <br /> 9 the facility or send representatives to the advisory board. <br /> 0 <br /> 1 Chair Crowther summarized that the conseesus of the Boards is that this issue needs <br /> 2 further discussion. <br /> 3 <br /> 4 Commissioner Halkiotis suggested that the Greene Tract remain, in perpetuity, as an asset <br /> 5 of the Landfill, as it was originally established. He wants it to stay in the same state that it is in <br /> 6 currently. <br /> 7 <br />
