3 10/27/97 Chronology of Events for Consideration of Interlocal Agreement for Solid Waste Management • September 30, 1996 Solid Waste Summit I: Member Governments met in joint session at Assembly of Governments meeting. Governments discussed landfill reorganization options, meeting adjourned with further discussion required and scheduling of another Assembly of Governments meeting for November 13, 1996 (see minutes). • October 1, 1996: House Bill 859 takes effect,placing new responsibilities on North Carolina local governments regarding collection, disposal, and management of solid waste within their own jurisdictions. • November 13, 1996 - Solid Waste Summit II Assembly of Governments meeting. Governments reached a consensus on General Principles for reorganization. Each board appointed the Landfill reorganization workgroup which consisted of a maximum of two elected officials and managers to draft a Interlocal Agreement to be presented to member governments. The Board of County Commissioners reached consensus on the management structure which called for County control of both budget and policy with Advisory Council (see minutes). • January 16, 1997 - Board of County Commissioner's bi-monthly work session. The Board of County Commissioners discussed Solid Waste issues including Landfill reorganization. Consensus that a procedure needs to be developed to address compensation rates and ensure communication with Landfill neighbors. The next step would be to site Landfill and to establish the new management structure. There was general agreement to have Orange County be in charge of waste disposal system in the future (see extract from minutes). • February 18, 1997 -Bob Jessup was retained to work with the appointed Interlocal Agreement workgroup on development of Interlocal Agreement draft. • April 17, 1997 - Assembly of Governments meeting held. Interlocal Agreement draft was presented to all governing boards by the Landfill Reorganization Workgroup and Attorney Bob Jessup (see minutes). • June 5, 1997 - Board of County Commissioner's Solid Waste Work Session. Board of County Commissioners discussed April 11, 1997 draft of Interlocal Agreement; provided feedback to Landfill Reorganization Workgroup on the agreement for their June 23rd meeting(see extract of draft minutes). • August 7, 1997 -Board of County Commissioner's work session. Board of County Commissioners discussed Interlocal Agreement. Consensus of the Board was that issues needed further discussion and that the Greene Tract remain a Landfill asset(see extract of draft minutes).
