L%fTJ C,1
1
APPROVED FEBRUARY 18. 1997 26
ORANGE COUNTY BOARD OF COMMISSIONERS
BI-MONTHLY WORK SESSION
JANUARY 16, 1997
The Orange County Board of Commissioners met in regular session on Thursday, January 16, 1997
in the meeting room of the Government Services Center at 7:30 p.m. in Hillsborough, North Carolina.
COUNTY COMMISSIONERS PRESENT: Chair William L. Crowther and Commissioners Margaret
W. Brown, Moses Carey, Jr., Alice M. Gordon and Stephen H. Halkiotis.
COUNTY ATTORNEY PRESENT: Geoffrey Gledhill
COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod
Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified
appropriately below)
NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE N THE PERMANENT
AGENDA FILE IN THE CLERK'S QFFICE. ALL RECORDING TAPES OF THE
MEETING WILL BE KEPT FOR FIVE j5j YEARS.
Chair Crowther welcomed everyone to the meeting. The agenda listed six items as stated below:
1. Solid Waste Management
2. Report on the Water and Sewer Boundary Agreement Process
3. Development Impact Assessment Model
4. Capital Needs Advisory Task Force Appointments
5. Proclamation for Martin Luther King, Jr. Day in Orange County
6. Review and approval of Topics for Future Work Sessions
F SOLD WASTE MANAGEMENT
This item was presented so the County Commissioners could review the status of several
major solid waste management issues, and provide direction to staff on how to proceed.
John Link made reference to the Landfill Reorganization process and said that there is a
general consensus that a procedure needs to be developed to address compensation issues and ensure
communication with those who live in the area of the proposed landfill. The next step would then be to site
the landfill and to then establish the new organizational management system. There was also general
agreement to have Orange County be in charge of the waste disposal system in the future.
Commissioner Halkiotis said that he is against a management plan which would give some
other government entity the power to hire and fire.
Chair Crowther indicated that one of the functions for a new constituted board could be
advisory for hiring and firing.
John Link noted that he would still make the final decision for hiring and firing of personnel.
Commissioner Halkiotis said that it may be best to leave the solid waste division with Chapel
Hill and let them assume responsibility for disposal of solid waste.
Commissioner Halkiotis noted that Hillsborough is studying privatization of trash collection
which may be a concern because the County could not require the collector to use the County's landfill.
Commissioner Gordon said that Carrboro had said that they want all the present employees to
keep all their benefits that they now have being employed by Chapel Hill . The only difference is that Chapel
Hill provides a contribution to 401 K.
