34 <br /> Instructions for LOCCs Voice Response System Access <br /> This information will provide you with instructions on how <br /> to access and use the Line of Credit Control (LOCCs) , Voice <br /> Response System (VRS) , to request payment drawdowns . The VRS was <br /> established to enable grant/cooperative agreement recipients to <br /> requisition program funds, make payment request using touch-tone <br /> telephone, and allow direct payments to the recipient' s bank or <br /> bank account based on the funding and banking information in <br /> LOCCs . <br /> Initial preparation for Access to the VRS <br /> Access to the LOCCs/VRS requires the issuance of an <br /> identification number (ID) and a password. Both are issued <br /> by HUD' s Office of Information Policies and Systems (IPS) , <br /> Office of Administration. <br /> A financial institution or an existing account must be <br /> identified. Once the financial institution has been <br /> identified, a Direct Deposit Sign-Up Form (SF-1199A) must be <br /> completed. This form identifies the name of the recipient' s <br /> financial institution and the American Banking Association <br /> (ABA) Transit Routing Number the Treasury Department will <br /> use to wire transfer funds to the designated account . <br /> When filling out the SF-1199A, you must identify your <br /> Taxpayer Identification Number (TIN) and cooperative <br /> agreement number. (Attachment #1 is a sample form along <br /> with instructions) . <br /> Each Agency should designate at least two (2) persons within <br /> their organization as authorized persons to request drawdown <br /> of funds . (Only those persons will be permitted to conduct <br /> business transactions . ) <br /> A LOCCs Voice Response Assess Authorization Form (HUD <br /> Form-27054) must be completed (a separate form should be <br /> filled out and submitted by each authorized user) and <br /> returned to HUD for issuance of an ID number and password. <br /> The names of the two persons authorized to drawdown funds <br /> should appear on the Form. (Attachment #II is a sample form <br /> along with preparation and mailing instructions . ) <br /> The return envelope should be clearly marked "Security Form" <br /> in the lower left-hand corner. <br />
