Solid Waste System Operation. (a) The County shall establish and <br /> enforce reasonable rules and regulations governing the operation and use of the Solid Waste <br /> System, operate the Solid Waste System in an efficient and economical manner, and maintain the <br /> properties constituting the Solid Waste System in good repair and in sound operating condition <br /> for so long as the same are necessary for the operation of the Solid Waste System. <br /> (b) As part of its mspemibili responsibility to operate the Solid Waste System, <br /> the County shall provide System Management Facilities suitable for the disposition of Solid <br /> Waste bythe County, the Towns`and the perso� ns and <br /> organizations within their jurisdictions• The County shall have the right to refuse to accept for <br /> disposal at System Management Facilities any material or substance which the County <br /> reasonably determines is barred from such disposal by the Solid Waste Management lm <br /> Policies or any applicable law or regulation. <br />
