17 <br /> Orange County Planning Department <br /> MEMORANDUM <br /> TO: John Link, County Manager <br /> Geof Gledhill, County Attorney <br /> Rod Visser,Assistant County Manager <br /> Wilbert McAdoo, Public Works Director <br /> Paul Thames, County Engineer <br /> FROM: Gene Bell, Planner III <br /> SUBJ: WATER AND SEWER EXTENSION INTO THE RURAL BUFFER <br /> DATE: October 15, 1997 <br /> A key recommendation in the Report of the Landfill Owners Group/Landfill Neighbors <br /> Working Group is"....that water and sewer mains be extended to provide service to the area <br /> along the entire length of Rogers Road; Millhouse Road from Eubanks Road to New Jericho <br /> Road; and serving households on other side streets off these main roads (including, but not <br /> limited to, Purefoy Drive, Rusch Road, Priscilla Lane, Sandberg Lane, Meadow Run Court, <br /> Manor Drive, Manor Court, and Blackwood Mountain Road)." <br /> All of the areas referenced above lie in the Joint Planning Area(see attachment for an <br /> overview of Joint Planning). Specifically, areas east of Rogers Road and adjacent to Purefoy <br /> Drive, Rusch Road, Priscilla Lane, and Sandberg Lane lie in the Chapel Hill Transition Area. <br /> Areas west of Rogers Road and adjacent to Meadow Run Court lie in Carrboro Transition Areas <br /> I and II. The portion of Millhouse Road from the point where it crosses the railroad north to <br /> New Jericho Road,plus areas adjacent to Manor Drive, Manor Court, and Blackwood Mountain <br /> Road, lie in the Rural Buffer. Extension of water and sewer lines in the transition areas is <br /> consistent with the Joint Planning Agreement, Joint Planning Area Land Use Plan, and adopted <br /> municipal zoning;however, extension of water and sewer lines to properties in the Rural Buffer <br /> is discouraged by the Joint Planning Agreement,Joint Planning Area Land Use Plan, and Rural <br /> Buffer zoning. The Joint Planning Area Land Use Plan states: <br /> The Rural Buffer category is described in the Plan as land adjacent to an Urban or <br /> Transition area which is rural in character and which should remain rural; contain <br /> very low-density residential uses; and not require urban services (water and sewer) <br /> during the Plan period. <br />
