3 <br /> CHRONOLOGY OF EVENTS RELATING TO UPDATE OF <br /> ORANGE COUNTY MASTER RECREATION AND PARKS PLAN <br /> (Note: Events shown in boldface type relate directly to the update of the Orange County Recreation and <br /> Parks Master Plan. Events shown in regular type relate to actions following the September 1994 <br /> Assembly of Governments meeting.) <br /> 7/88 The Master Recreation and Parks Plan was adopted as an element of the Orange <br /> County Comprehensive Plan. <br /> 9/94 The Assembly of Governments discussed funding equity and service coordination for <br /> recreation and park needs. <br /> 10/94-3/95 A process for discussing County-wide recreation needs was developed and finalized. <br /> 5/95 The Recreation and Parks Work Group was formed,consisting of elected officials and <br /> Recreation&Parks staff from the municipalities and County. <br /> 12/95 A work group report,"Recreation and Parks Issues in Orange County,NC"was <br /> finalized,and included the following recommendations: <br /> • Standardization of recreation sections of land use ordinances across jurisdictions, <br /> particularly with respect to the standards used to define recreation and parks <br /> requirements; <br /> • Employment of joint siting, designing, and management of school and park sites <br /> across jurisdiction boundaries;and <br /> • Use of public/private partnerships across jurisdictions <br /> 1/96 The work group report was distributed to governmental jurisdictions. <br /> 2/96 The work group report was presented at an Assembly of Governments meeting. Staff <br /> was requested to develop a draft plan of action to address the recommendations of the <br /> report. <br /> 2/96 A report prepared by the Orange County Planning Department which included <br /> proposed amendments to the recreation payment-in-lieu provisions in the <br /> Subdivision Regulations was presented at the quarterly public hearing. Among the <br /> recommendations contained in the report was that consideration be given to <br /> updating the Master Recreation and Parks Plan. The rationale for this <br /> recommendation was that the Plan was eight years old,and issues had arisen which <br /> suggested an update was warranted. Those issues included the following: <br />
