The <br /> update was initially warranted on the basis of changing condition, and new issues <br /> which had arisen since the Plan was first adopted. One specific issue which was <br /> to be addressed in the update was the joint siting of park and school facilities. <br /> A related initiative began at a September 1994 Assembly of Governments <br /> meeting at which recreation funding equity and coordination issues were <br /> discussed. Review of those issues ultimately resulted in several <br /> recommendations, including a recommendation that the Master Recreation and <br /> Parks Plan be modified to be a joint long-range capital facilities plan for Orange <br /> County,Carrboro and Chapel Hill. <br /> The attached chronology summarizes actions related to creating a Work Group <br /> specific to the Plan update as a Commissioner' goal, as well as actions related to <br /> the review initiated by the Assembly of Governments. <br />
