2 <br /> i <br /> (4) Over the past few months,the Animal Control Division of the Health Department conducted several rabies <br /> prevention clinics. These clinics were held in response to the Board of County Commissioners concerns <br /> regarding the increased number of confirmed cases of rabies in Orange County. A total of$13,405 has been <br /> spent to vaccinate 772 animals. Since these clinics were unanticipated, their cost was not a part of this <br /> division's original 1997-98 budget. This budget amendment appropriates the total cost of the clinics from <br /> the Commissioners'Contingency fund to the Animal Control division. (see column#4,page 3) <br /> Cooperative Extension <br /> (5) The Orange County Partnership for Young Children has awarded additional Smart Start funds to <br /> Cooperative Extension Service. These funds, totaling$1,051, bring the total Smart Start funds available for <br /> the Immunization Coalition to$26,000. Funds will be used to publicize the importance of immunizing all <br /> children under the age of five and offer free clinics during evenings and weekends. No County funds are <br /> required as match for this grant. The attached Smart Start Grant Project Ordinance reflects the receipt of <br /> these moneys. (see attached Smart Start Grant Project Ordinance) <br /> Department on Aging <br /> (6) The Senior Citizen Health Promotion Program recently received two donations - one from the Friends of <br /> the Chapel Hill Senior Center and the other from UNC Hospitals. The "Friends" gave Orange County <br /> $5,178 for program support,such as supplies and other operating expenses,at the Chapel Hill Senior Center. <br /> Moneys received from UNC will be used to initiate a walking program at each of the County's Senior <br /> Centers. This donation, totaling $2,500, will purchase incentives for senior participants including t-shirts, <br /> buttons, and water bottles. This amendment increases the four year grant project budget from $148,572 to <br /> $156,250. (see attached Senior Citizen Health Promotion Program Grant Project Ordinance) <br /> Orange Grove Volunteer Fire Department <br /> (7) The Orange Grove Volunteer Fire Department is requesting an appropriation of$14,000 from their fund <br /> balance. These funds will allow the department to rewire the station and install a propane generator. The <br /> generator will make the station a self contained emergency shelter,capable of providing water,lights and <br /> heat and/or air conditioning to the citizens of the Bingham Township.Attached is the letter of request from <br /> Linwood Futrelle,President of the Department's Board of Directors.Available fund balance for this district <br /> is sufficient to cover this appropriation. (see column#7,page3) <br /> Transfers to Other Funds <br /> (8) On October 6, 1997,the Board of County Commissioners adopted a grant project ordinance for the <br /> COPSFAST 3 grant.Over a three year period, this grant funds approximately 75%of the cost of 6 new <br /> deputies for the Sheriff's Department. The grant requires Orange County to provide the remaining 25%of <br /> the positions'cost. This amendment budgets for a transfer from the General Fund to the Grant Project <br /> Fund to cover the first year costs of$37,500. These funds are currently included in the Sheriff's Department <br /> General Fund Operating Budget. (see column#8,page 3) <br /> Recommendatios- <br /> The Manager recommends that the Board of Commissioners approve the attached budget ordinance amendment <br /> and grant project ordinances. <br />
