The Recipient shall follow the instructions provided by the <br /> GTM for using the Line of Line of Credit Control system <br /> (LOCOS) for vouchering under this Cooperative Agreement in <br /> accordance with the time periods stipulated above. <br /> Payment is subject to being withheld if it is the judgement <br /> of the GTM that the Recipient is not complying with all <br /> terms of the Cooperative Agreement, Statement of Work, and <br /> all Attachments hereto. <br /> D. The Recipient shall submit a Narrative Report when a draw <br /> down is requested. The Report for Capacity Building <br /> agencies should provide information on the agency' s <br /> investigative and conciliation techniques, performance <br /> criteria; and, the deliverables due as described in the <br /> Recipient' s funding application and the Statement of Work as <br /> approved by the GTR and G/CAO. Any Reports for data and <br /> information systems should be accompanied by a listing of <br /> all hardware and software acquired during the billing <br /> period. The agency should also provide an education and <br /> outreach plan for the review and approval of the GTR/GTM. <br /> E. SECTION 3 CERTIFICATION. The work to be performed under <br /> this- award is a project assisted under the FHAP that <br /> provides Federal financial assistance from the Department of <br /> Housing and Urban Development . As such, it is subject to <br /> the requirements of Section 3 of the Housing and Urban <br /> Development Act of 1968, Employment Opportunities for Lower <br /> Income Persons in Connection with Assisted Projects . <br /> Section 3 requires that, to the greatest extent feasible, <br /> opportunities for training and employment be given to lower <br /> income residents of the area of the Section 3 covered <br /> project, and contracts for work in connection with the <br />
