2 <br /> On September 18, 1997, Commissioners Brown and Halkiotis, Paul Thames <br /> (County Engineer), Ron Holdway (Environmental Health) and Mary Willis <br /> (Planning Department) met with several residents at the subdivision and <br /> observed a number of the problems referenced in the attached letters from <br /> Environmental Health. <br /> This report is being provided to the Board of Commissioners at this time as <br /> preparation for the October 21, 1997 Work Session with OWASA. <br /> RECOMMENDATION: The Administration recommends that the Board receive this report and <br /> consider the following additional future actions to address issues which <br /> have been raised: <br /> • Address inconsistencies in County ordinances and policies as related to <br /> public water and sewer extensions; <br /> • Determine what triggers the necessity of public water and sewer service <br /> to areas outside of Transition Areas; and <br /> • Reaffirm that only Orange County Environmental Health and the <br /> County Engineer are empowered by the Board of Commissioners to <br /> determine what triggers the necessity of public water and sewer service <br /> to areas outside of Transition Areas. <br />
