The current policy allows extension of services into the watershed <br /> for reasons generally related to alleviating existing health hazards. The <br /> proposed policy would expand those reasons include alleviating situations <br /> which are expected to cause health hazards in the future. <br /> The policy change was proposed by OWASA after receiving a petition from <br /> homeowners in the Brookfield Subdivision requesting extension of sewer <br /> service to remedy failing septic systems. (Seepages 10-16 of this agenda for <br /> documentation related to Brookfield septic failures.) <br /> OWASA had started developing plans for sewer extension to the Brookfield <br /> area when it was pointed out by Orange County that the current OWASA <br /> policy, as well as the proposed revisions, were inconsistent with the Orange <br /> County Zoning Ordinance. Watershed protection regulations applicable in the <br /> University Lake Watershed do not allow water and sewer extensions for any <br /> reason. <br />
