"§ 108A-25. Creation of programs. <br /> (a) The following programs of public assistance are hereby established, and shall <br /> be administered by the county department of social services or the Department of <br /> Human Resources under federal regulations or under rules ,: adopted <br /> by the Social Services Commission and under the supervision of the Department of <br /> Human Resources: <br /> State-county special assistance for adults; <br /> 3 Food stamp program; <br /> 4 Foster care and adoption assistance payments; <br /> 5 Low income energy assistance program. <br /> (b) The program of medical assistance is Itereby established as a program of public <br /> assistance and shall be administered by the county departments of social services <br /> under rules adopted by the Department of Human Resources. <br /> (bl) The Work First Program is Pctahlished as a program of public assistance and <br /> shall be supervised and administered as provided in Part 2 of this Article. <br /> (c) The Department of Human Resources ' may accept all <br /> s <br /> grants-in-aid for program of public assistance which may be available to the State by <br /> the federal government. The provisions of this Article shall be liberally construed in <br /> order that the State and its citizens may benefit fully from sttel_ the federal <br /> grants-4n-aid." <br /> Section 12.4. Part-1 of Article 2 of Chapter 108A of the General Statutes <br /> is amended by adding the following new sections to read: <br /> "4 108A-25.1. Recipient identification system <br /> - (a) The Department shall establish and maintain-a uniform system in the <br /> Department and in all counties of identifying all Work First food stamp. and medical <br /> assistance program recipients This system shall provide ,security and portability <br /> throughout the State and between- the departments within the State involved in <br /> means-tested public assistance programs and shall have the'capability of identifying <br /> recipients of assistance from all means-tested programs administered or funded <br /> through the Department. <br /> (b) The identification system established in -this section shall use multiple <br /> biometrics to ensure greater than ninety-nine percent (99%) accuracy - for - - - - <br /> interdepartmental identification. <br /> (c) The Department shall ensure that the biometric identification system will be <br /> compatible with any existing,dMartnientai biometric identification system <br /> "i 108A-25.2. Exemption from limitations for individuals convicted of certain drug- <br /> related felonies. <br /> Individuals convicted of Class H or I controlled substance felony offenses in this <br /> State shall be eligible to participate in the Work First Pro_g-ram and food stamp <br /> program: <br /> Six months after release from custodv if no additional controlled <br /> substance felony offense is committed during that period and <br /> successful completion of or continuous active participation in a <br /> required substance abuse treatment program---determined <br /> appr,o2n to by the area mental health authori : or -" <br /> If not committed to custody six months after the date of conviction <br /> if no additional controlled substance felony,offense is committed <br /> during that -period and successful completion of or continuous <br /> active participation in a required substance abuse treatment — <br /> program determined appropriate by the area mental health <br /> authority. <br /> Paze 251 <br />
