To establish First Stop Employment Assistance in the <br /> __Department of Commerce; <br /> b. To .,expand the Labor Market Information System in the <br /> Employment Security Commission; and <br /> C. To assist the Job Service Employer Committees or the <br /> Workforce Development Boards in their completion of the <br /> study of the working poor. <br /> Funds shall not be allocated under this subdivision unless and until <br /> the Office of State Budget and Management has certified that <br /> federal funds are not available foi these purposes; and <br /> (6) 5700,000 for the 1998-99 fiscal year for the continued support of <br /> the Office of Inspector General in the Department of Justice, and <br /> for the First Stop Employment Assistance in the Department of <br /> Commerce. These funds shall be allocated by the Office of State <br /> Budget and Management on the basis of need. _ <br /> (b) This section becomes effective July 1, 1997.. <br /> PART XIII. HOUSING FINANCE AGENCY <br /> Requested by: Representatives Mitchell, Baker, Carpenter, H. Hunter, Senator <br /> Martin of Pitt <br /> HOiE PROGRAM IMATCHING FUNDS <br /> Section 13. (a) Funds appropriated in this act to the Housing Finance <br /> Agency for the federal HOME Program shall be used to match federal funds <br /> appropriated for the HOME Program. In allocating State funds appropriated to <br /> match federal HOME Program funds, the Agency shall give priority to HON E <br /> Program pro.ects, as follows: <br /> �1) First priority to projects that are located in counties designated as <br /> Tier One, Tier Two, or Tier Three Enterprise Counties under G.S. <br /> 105-129.3; and <br /> (2) Second priority to projects that benefit persons and families whose <br /> incomes are fifty percent (50%) or less of the median family <br /> income for the—local area, with adjustments for family size, <br /> according to the latest figures available from the U.S. Department <br /> of Housing and Urban Development. <br /> Page 287 <br /> Senate Bill 352 <br />
