42 <br /> The report shall address the progress in implementation of the <br /> Family Preservation Services Program. The report shall include an <br /> accounting of funds expended and anticipated funding needs for <br /> full implementation of the program. The report shall also include <br /> the following information for each county participating in the <br /> Program and for the Program as a whole: <br /> a. The number of families receiving service t`U-ou h the <br /> Program; <br /> b. The number of children at risk of placement prior to <br /> initiation of service in families receiving Program services; <br /> C. Among those children in sub-subdivision b., the number of <br /> children placed in foster care, in group homes, and in other <br /> facilities outside their homes and families; <br /> d. The average cost of the service provided to families under <br /> the Program; <br /> e. The estimated cost of out-of-home placement, through foster <br /> care, group homes, or other facilities, which would <br /> otherwise have been expended on behalf of children at risk <br /> of placement who successfully remain united with their <br /> families as a result of services provided through the <br /> - Program. Cost estimates should be based on average length <br /> _ of stay and average cost of such out-of-home placements; <br /> f. The number of children who remain unified with their <br /> families for one, two, and three years after receiving services <br /> under the Program; and <br /> g. An overall statement of the progress of the Program and <br /> local projects during the preceding year, along with <br /> recommendations for improvements. : <br /> (b) The Committee may use funds allocated to it to- contract for services to <br /> monitor local projects and for an independent evaluation of the Family Preservation <br /> Services Program." <br /> Section 12.32. Of the funds appropriated in this act to the Department of <br /> Human Resources,_ the sum- of three million nine hundred seventy-five- thousand <br /> dollars ($3,975,000) for the 1997-98 fiscal year shall be used to establish the uniform <br /> system of recipient identification established in G.S. 108A-25.1 and to provide <br /> counties with workstations for biometric imaging. <br /> Section 12.33. Of the funds appropriated in this act to the Department of <br /> Human Resources, the sum of twenty-five thousand dollars ($25,000) for the 1997-98 <br /> fiscal year and the sum of forty thousand dollars ($40,000) for the 1998-99 fiscal year <br /> shall be transferred to the General Assembly for the Joint Legislative Public <br /> Assistance Commission. <br /> Section 12.34. Of the funds appropriated in this act to the Department of <br /> Human Resources, the sum of sixteen million dollars ($16,000,000) for the 1997-98 <br /> fiscal year and the sum of twenty million dollars ($20,000,000) for the 1998-99 fiscal <br /> year shall be placed in the Work First Reserve Fund established pursuant to G.S. <br /> 143-15.3C_ - <br /> Section 12.35. The Department of Health and Human Services shall have <br /> the uniform system of recipient identification established in G.S. 108A-25.1 in place <br /> and operating before October 1, 1998.
