30 <br /> forth in G.S. 143-16.1 shall not be applicable for fiscal year 1997-98. Until the <br /> counties have prepared their county plans and the State has prepared the State Plan <br /> in accordance with this Part and that State Plan has been enacted by the General <br /> Assembly and it becomes law, the provisions of the State Plan submitted to the <br /> federal government on October 16, 1996, shall remain in effect. State Plans <br /> submitted after the 1997-98 fiscal year shall be enacted by the General Assembly and <br /> become law in order to be effective. <br /> (c) Utilizing GCV=,menu Auditing Standards issued by the Comptroller <br /> General of the United States, an independent evaluator shall evaluate the operation <br /> of the Work First Program in the Standard Program Counties and in the Electing <br /> Counties, based on criteria established by the State Auditor in consultation with the <br /> Standard Program Counties and the Electing Counties. The. evaluation shall include - <br /> a review of the Electing Counties' methodologies and the impact of those <br /> methodologies upon the Work First Program. The independent evaluator shall <br /> present a report of the findings to the 2000 General Assembly. The Department shall <br /> select the independent evaluator to perform the evaluation. The report shall include <br /> the followin <br /> 1) Whether the Electing County/Standard Program County system <br /> should be continued or modified, and the rationale for the . <br /> recommendation; <br /> (2) Five-year projections as to the impact of continuing the Electing <br /> County/Standard Program County system, based on anticipated <br /> outcome measures related to child well-being, economic data, and <br /> other means of measuring the success of the system; <br /> (3) Whether the numbers of Electing Counties should be expanded <br /> and under what conditions. <br /> Any Electing County may elect to contract for its own independent <br /> evaluation. Any Electing-`County that elects to contract for its own independent <br /> evaluation shall submit a report of its evaluation to the Department for inclusion in <br /> the report described in this subsection. The report shall be presented to the House <br /> and Senate Appropriations Subcommittees on Human Resources, the Joint <br /> Legislative Public_ Assistance Commission, and the Joint Legislative Commission on <br /> - Governmental Operations on or before February 1, 2000.- - <br /> (d) The Department of Health and Human Services shall study the <br /> movement of recipients of Work First Program assistance between counties within the <br /> State, particularly the movement of recipients into and out of Electing Counties, and <br /> the reasons for movement, including differences in eligibility criteria, benefit levels, <br /> and time limits. The Department shall report the results of its study to .the House <br /> and Senate Appropriations Subcommittees on Human Resources, the Joint <br /> Legislative Public Assistance Commission, and the Joint Legislative Commission on <br /> Governmental Operations ou or before February 1, 2000. <br /> (e) The Department of Health and.Human -Services shall monitor the <br /> following and report its findings quarterly to the House and Senate Appropriations <br /> Subcommittees on Human Resources and the Joint Legislative Public Assistance <br /> Commission: _ <br /> (1) The number of Work First Program recipients anticipated to <br /> remain without work and lose benefits due to time limits unposed <br /> by federal and State law and local policy; <br /> (2) Efforts being made by counties and the State to intensify efforts <br /> designed to prevent recipients from losing benefits where they are— <br /> making reasonable efforts to become and remain employed; and <br /> (3) The reasons recipients who are subject to termination for failure to <br /> meet work requirements were unable to find work. <br /> ___ _ Pace 274 Senate Bill 352 <br />
